广州“老城新生”伙伴计划系列 ——聚龙湾启动区历史文化生态步径设计竞赛公告

一、   竞赛背景

为深入贯彻习近平总书记对广东广州系列重要讲话、重要指示批示精神,在城乡建设中协同历史文化保护传承和生态文明建设,广州市规划和自然资源局、广州珠江实业集团有限公司和广州珠江产业园投资发展有限公司以“老城新生”伙伴计划为契机,共同组织聚龙湾启动区历史文化生态步径设计竞赛。

聚龙湾片区位于粤港澳大湾区广佛极点核心区,是广州推动珠江沿岸高质量发展打造的12个滨江高端产业园之一。本次竞赛面向社会公开征集高水平、多层次的技术力量,支持和保障聚龙湾启动区建设项目的高品质设计和实施,向世界彰显聚龙湾片区深厚的人文底蕴和绿色发展理念,营造历史文化与时代特色共生的岭南城市特色风貌。系统提升片区文化遗产和生态环境综合价值,激活城市发展新动能,创新遗产活化、生态保护与城市更新协同发展的新模式,探索全社会共同参与历史文化保护传承的新路径,助力广州推进中国式现代化建设的名城实践,高质量实现老城市新活力、“四个出新出彩”。

二、   组织架构

竞赛按照“专业组”与“公众组”两个组别进行组织,组织架构如下:

本次竞赛成立广州聚龙湾启动区历史文化生态步径设计竞赛委员会(以下简称“竞赛委员会”),作为竞赛工作的决策机构,负责组织协调、指导、监督检查和纠纷调处等工作,对竞赛工作中的重大事项行使决策权。

三、   竞赛主题

本次竞赛以“文绿蓝共融·老城焕新生”为主题,旨在挖掘和延伸地域文化内涵,营造历史文化与时代特色共生的岭南城市特色风貌,探索遗产活化、生态保护与城市更新协同发展的新模式,通过高质量的规划设计提升城市空间品质,激活城市发展新动能,助力广州加快实现老城市新活力。

四、   竞赛分组

竞赛分为“专业组”与“公众组”两个组别,同时面向全球征集聚龙湾启动区历史文化生态步径设计方案。

“专业组”方案征集形式采取定向邀请和公开征集相结合的形式。公开征集将接受国内外专业设计机构的报名参与,在满足参赛单位报名条件的前提下,报名截止时间前,按指定的报名方式提交相关报名资料及按专业组设计任务书(见附件1)提交概念提案设计,主办方将根据报名设计机构的综合实力、拟投入项目的团队、概念提案等,择优选取3家设计机构作为公开征集入围设计团队。

“公众组”将公开接受国内外专业设计机构、高校等团体或个人报名参赛,不设参赛数量限制。鼓励高校参赛团队将方案与所在学校本学年的正式设计课程作业相结合。

五、   竞赛内容与深度

(一)专业组

“专业组”报名团队根据设计任务书(见附件1)形成概念提案,设计内容包括但不限于设计理念(含节点命名)、整体空间示意、其他能够表达方案特点与亮点的内容。

入围参赛团队最终成果需提交完整的景观综合设计方案和任一节点详细设计方案,竞赛成果需达到建筑与景观的方案设计阶段深度(见附件1),主办单位可根据报名情况与参赛团队协商调整节点的选择。

“专业组”设计方案注重设计理念与实际场地的契合,关注设计方案的落地性和实施性,同时需深入挖掘场地历史文化内涵,突出地域文化特色。

(二)公众组

“公众组”报名团队可在竞赛范围内自由选题,设计选题和选址不限,提出构思巧妙、创意新颖的方案。设计选题包括但不限于历史遗产保护活化利用设计、滨水空间慢行系统设计、公共空间提升设计、公共艺术设计、标识系统及城市家具设计。设计方案成果一般包括设计说明、设计理念及方案设计的相关图纸等(见附件2)。

“公众组”设计方案注重深入挖掘历史文化内涵,鼓励历史文化与现代功能的交织融合,强调方案构思和理念的创意与创新。

六、   竞赛奖项设置

(一)专业组

报送竞赛成果文件经审查符合本次竞赛要求的,可获得评选资格。评选优胜奖3项,奖项如下:

景观综合设计优胜奖(1名):获得奖金人民币15万元(含税);

节点详细设计优胜奖(每个节点1名,共计2名):每家获得奖金人民币15万元(含税)。

注:允许出现同一家设计机构同时获得景观综合设计优胜奖与节点详细设计优胜奖的情况。

(二)公众组

报送竞赛成果文件经审查符合本次竞赛要求的,可获得评选资格。具体奖励设置如下:

1.       专业设计奖:

一等奖(1名):获得奖金人民币2万元(含税);

二等奖(1名):获得奖金人民币1万元(含税);

三等奖(1名):获得奖金人民币0.5万元(含税)。

2.       最佳人气奖:

最佳人气设计奖(3名。网络投票前3名,获奖团队可与专业设计奖重复):每个团队获得奖金人民币0.2万元(含税)。

3.       入围奖金:

竞赛委员会成果首轮评图评选出10名入围团队,提交有效参赛成果且未获得专业设计奖的7个团队获入围奖金,每个团队获得奖金人民币0.2万元(含税)。

注:主办单位将为专业设计奖和最佳人气奖团队颁发纸质版获奖证书。若经核实不符合本次活动参赛资格者,奖项及奖金将不予发放,其奖项及奖金将由排名后续选手递补获得。

七、   竞赛时间

本次竞赛时间为2023年11月至2024年2月。

(一)专业组

2023年11月14日,发布竞赛正式公告。

2023年11月28日,竞赛截止报名及启动参赛单位遴选。

2023年12月7日,向入围参赛单位发布竞赛技术文件。

2023年12月8日,组织现场踏勘暨技术答疑会。

2023年12月31日,入围单位提交竞赛中期成果。

2024年1月20日,入围单位提交竞赛最终成果。

2024年1月25日,召开成果评审会,设计团队逐一汇报答疑。

2024年1月29日,公布“专业组”竞赛结果。

(二)公众组

2023年11月14日,发布竞赛正式公告。

2023年12月8日,组织现场踏勘暨技术答疑会(可自愿选择是否参加。未参加现场踏勘暨技术答疑会的团队,可于12月4日至2024年1月9日之间发送问题到“公众组”联系邮箱)。

2024年1月10日,竞赛截止报名。

2024年1月20日,提交竞赛最终成果。

2024年1月24日至31日,网络投票活动,同时组织成果首轮评图会(确定10个“公众组”入围团队并于2月2日前发送入围通知)。

2024年2月5日,召开成果评审会暨现场颁奖活动。

2024年2月7日,发布“公众组”竞赛结果。

八、   参赛方式

(一)专业组

1、报名条件

(1)本次公开征集报名不设专业资质限制。

(2)中国境内设计单位须具有独立法人资格,境外设计单位须为在所在地合法注册的设计机构。

(3)同一法定代表人的不同机构(含全资子公司及其控股公司),不得同时报名。

(4)本次竞赛允许联合体参与竞赛,联合体的组成数量不超过两家。

2、报名方式

有意参加竞赛的设计单位在报名截止时间前,将填写好的电子版及加盖公章的扫描版报名登记表(见附件3)、商务文件(见附件5)、概念提案(见附件1)电邮至“专业组”联系邮箱,同时将报名登记表、商务文件、概念提案(签字并加盖公章),以书面形式在报名截止时间前送达或邮寄至联系地址。

3、报名截止时间

报名截止时间为北京时间2023年11月28日18时。逾期抵达的文件概不受理。

(二)公众组

1、报名条件

本竞赛主要面向国内外设计机构、高校师生以及社会群众,参赛者可以为设计机构、高校及社会公众的团队或个人形式参加,参赛团队每组队员不多于4人,报名时需标明1名团队成员作为联络代表。

2、报名方式

参赛者在报名截止时间前,将填写好并签字的报名表(见附件4)电邮至“公众组”联系邮箱。

3、报名截止时间

报名截止时间为北京时间2024年1月10日18时。逾期抵达的文件概不受理。

九、   其他事项

本次竞赛工作中的所有文件及往来信函均使用中文。

本次竞赛工作本身及与本次相关的文件所适用的法律为中华人民共和国法律。

本次竞赛的设计成果知识产权(不含“标准化设计产品”成果)属于主办方和竞赛组织单位,参赛者享有该设计成果的署名权。

本次竞赛设计方案属于概念设计,不涉及法定规划、土地征收等事宜,后续项目的实施建设需经法定程序审批后实施。

本公告内容若与设计任务书或竞赛补充技术文件不符,以设计任务书或竞赛补充技术文件为准。

竞赛组织单位保留调整日程安排的权利。

此公告及附件中英文有差异的情况,以中文为准。

Announcement of the Historic, Cultural and Ecological Path Design Contest of Julong Bay Start-up AreaGuangzhou '' Old City, New Vitality '' Partner Plan Series

1.Background

In order to carry out the spirit of President Xi Jinping's important speeches and instructions to Guangdong and Guangzhou, and to synergize the protection and inheritance of history and culture and the development of ecological civilization in urban and rural construction, Guangzhou Municipal Planning And Natural Resources Bureau, Guangzhou Pearl River Enterprises Group Ltd., and Guangzhou Pearl River Industrial Park Investment Development Co., Ltd. jointly organized the Historic, Cultural and Ecological Path Design Contest of Julong Bay Start-up Area in line with the “Old City, New Vitality” partner plan.

Julong Bay is located in the  "Guangzhou-Foshan Pole Core " in the Greater Bay Area, and is one of the 12 riverside high-end industrial parks built by Guangzhou to promote the high-quality development along the Pearl River. The contest  solicits high-level and multi-layer technical forces from the public to support and guarantee the high-quality design and implementation of the construction project of the Julong Bay start-up area. It aims to highlight the profound humanistic heritage and the green development vision of Julong Bay, as well as to create a Cantonese cityscape featuring the integration of history, culture and modern characteristics. The contest will systematically enhance the comprehensive value of the cultural heritage and ecological environment of the area, bring new impetus for urban development, and innovate a new path of synergistic development of heritage revitalization, ecological protection and urban renewal. Exploring a new path in the protection and inheritance of history and culture throughout society, it promotes the modernization with Chinese characteristics of Guangzhou as a famous city in an effort to realize the goal of “Old City, New Vitality” and to make new progress in the city's comprehensive urban functions, cultural capacity, modern service industry and its modern and global business environment, and enhance the city's role as the core and engine for the development of the Greater Bay Area.


2.Organizational Structure

The contest is organized in two groups: ''Professional Division'' and ''Public Division'', with the following organizational structure:

Professional Division:

Supervised by: Guangzhou Municipal Planning and Natural Resources Bureau

Hosted by: Guangzhou Pearl River Enterprises Group Ltd.

Organized by: Guangzhou Pearl River Industrial Park Investment Development Co., Ltd.

Public Division:

Hosted by: Guangzhou Municipal Planning and Natural Resources Bureau

Organized by: Guangzhou Zhujiang Industrial Park Investment Development Co., Ltd. & Guangzhou Urban Planning and Design Co., Ltd.

The Historic, Cultural and Ecological Path Design Contest of Julong Bay Start-up Area Committee (hereinafter referred to as the  ''Committee'' ) is established as the decision-making body of the contest. The Committee is responsible for organizing, coordinating, guiding, supervising, inspecting, and resolving disputes related to the contest, and exercises its decision-making power over major matters in the contest.


3.Theme

With the theme of “Greeneries and Waters Embroider Cultural Spectacle, Refreshing Old City with New Vitality”, the contest aims to explore and extend the cultural connotation of the city, create a Cantonese cityscape featuring the integration of history, culture and modern characteristics, and explore a new path of synergistic development of heritage revitalization, ecological protection and urban renewal. It will enhance the quality of the city’s urban space through high-quality planning and design, creating new momentum  for development and accelerating the realization of Guangzhou’s “Old City, New Vitality”.


4.Grouping

The contest, which solicits historic, cultural and ecological path designs for Julong Bay Start-up Area globally, is divided into the "Professional Division" and the "Public Division".

The solicitation in the "Professional Division" consists of directional invitation and open solicitation. The latter will accept the application of domestic and foreign professional design institutions  meeting the conditions for contestant. Related entry materials and conceptual proposals based on the design specification of Professional Division (see Attachment 1) shall be submitted with the specified application method before the deadline for application. The best 3 design institutions will become the shortlisted teams in the open solicitation according to the comprehensive strength, the teams to be put into the project, and the conceptual proposals of the applicants.

The "Public Division" will openly accept entries from individuals and groups including domestic and international professional design institutions, colleges and universities, etc., with no limit to the number of entries. Teams from colleges and universities are encouraged to integrate their programs with their school's formal design coursework for the school year.


5. Content and Depth

(1) Professional Division

Teams in the "Professional Division" will need to finish a conceptual proposal including but not limited to design concept (including node naming), overall schematic diagram, and other content that can demonstrate the characteristics and highlights of the program based on the design specification (see Attachment 1) .

The final outcomes of the shortlisted teams shall contain the complete comprehensive landscape design and detailed design of any node, and the outcomes within the contest shall reach the depth of the scheme design stage of building and landscape (see Attachment 1). The host may consult with the participants on the selection of nodes according to the registration.

The design proposal of the "Professional Division" shall focus on the fit between the design concept and the actual site, the practicability and implementation of the design proposal, as well as the manifestation of the cultural and historic connotation and cultural characteristics of the region.

(2) Public Division

Teams in the "Public Division" are free to choose any topic within the scope of the contest and propose brilliant and innovative solutions, with no restrictions on the topic or site. Design topics include but are not limited to the preservation and adaptive use of historical heritage, waterfront slow traffic system, public space enhancement, public art signage system and urban furniture. The outcomes of the design proposal generally contain a design description, design concept and relevant drawings (see Attachment 2).

The design proposal of the "Public Division" shall focus on the in-depth excavation of historical and cultural connotations, the integration of history and culture with modern functions, and the creativity and innovation of concept and philosophy.

6. Awards

(1) Professional Division

Contestants whose outcomes and materials meet the requirements of the contest after the review will be eligible to win the following 3 excellence awards:

Landscape Comprehensive Design Excellence Award (1 unit): RMB 150,000 (including tax);

Node Detailed Design Excellence Award (1 person for each node & 2 units in total): RMB 150,000 (including tax) for each institution.

Note: A single design institution is allowed to win both the Landscape Comprehensive Design Excellence Award and the Node Detailed Design Excellence Award.

(2) Public Division

Contestants whose outcomes and materials meet the requirements of the contest after the review will be eligible to win the following awards:

a.       Professional Design Award:

First Prize (1): RMB 20,000 (including tax);

Second Prize (1): RMB 10,000 (including tax);

Third Prize (1): RMB 5,000 (including tax).

b.       Popularity Award:

Popularity Award (Top 3 in online voting, including the winners of the professional design award): RMB 2,000 (including tax) for each team.

c.       Finalist bonus:

The committee will select 10 finalist teams based on the first round of evaluation of the map. Each of the 7 teams who have submitted valid outcomes and fail to win the professional design award will be granted a finalist bonus of RMB 2,000 (including tax).

Note: The host will issue printed certificates for the winners of the professional design award and the popularity award. If any contestant is verified not to meet the eligibility requirements of the event, the award and prize will be granted to the next contestant in the ranking instead.


7. Schedule

The contest will run from November 2023 to February 2024.

(1) Professional Division (Provisional)

On November 14, 2023, the official announcement of the contest is made.

On November 28, 2023, the contest closes the registration and initiate the selection of participants.

On December 7, 2023, technical documents are released to finalists.

On December 8, 2023, a field investigation and technical Q&A session is organized.

On December 31,2023, finalists submit interim outcomes.

On January 20, 2024, finalists submit final outcomes.

On January 25, 2024, design teams report and answer questions one by one in a review meeting.

On January 29, 2024, the contest outcomes of the "Professional Division" is announced.

(2) Public Division (provisional)

On November 14, 2023, the official announcement of the contest is made.

On December 8, 2023, a field investigation and technical Q&A session is organized (Participation is voluntary. Teams that do not attend the field investigation and technical Q&A session can send questions to the "Public Division" contact email address between December 4, 2023 and January 9, 2024).

On January 10, 2024, the contest closes the registration.

On January 20, 2024, final outcomes are submitted.

From January 24th to 31st, 2024, an online voting begins as well as the first round of evaluation of the outcomes (selecting 10 finalist teams in the "Public Division" and sending notifications before February 2nd).

On February 5, 2024, an outcome review meeting and on-site awards event is held.

On February 7, 2024, the contest results of the "Public Division" are released.


8. Participation

(1) Professional Divisions

a.       Requirements

(i) There is no restriction on professional qualifications for the open solicitation.

(ii) Design institutions in China must have independent legal personality, and overseas design institutions must be legally registered in the location.

(iii)Different organizations (including wholly-owned subsidiaries and their holding companies) of the same legal representative shall not apply at the same time.

(iv) Consortia with no more than 2 members are allowed to participate in the contest.

b.       Registration Method

Interested design institutions should email a completed entry form in electronic version and a stamped entry form in scanned version(see Attachment 3), commercial documents (see Attachment 5) and conceptual proposal (see Attachment 1) to the contact email address of the "Professional Division" and send the entry form, commercial documents and conceptual proposal (signed and stamped) to the contact address of the "Professional Division" in printed form before the deadline.

c.       Deadline

The deadline for application is November 28, 2023 at 18:00 (Beijing hour). Documents arriving after the deadline will not be accepted.

(2) Public Division

a.       Requirements

This contest is mainly facing domestic and foreign design institutions, teachers and students of colleges and universities, as well as the public. Contestants can participate as individuals or groups from design institutions, higher education institutions and the public with no more than 4 members for each team, among which 1 member shall be marked as the liaison representative in the registration.

b.       Registration Method

Participants should email the completed and signed application form (see Attachment 4) to the contact email address of the "Public Division" before the deadline.

c.       Deadline

The deadline for application is January 10, 2024 at 18:00 (Beijing hour). Documents arriving after the deadline will not be accepted.


9. Other matters

All the documents and correspondence in this contest are in Chinese.

The laws applicable to the work of this contest and the related documents are the laws of the People's Republic of China.

The intellectual property rights of the design outcomes in the contest (excluding the outcomes of the "standardized design products") belong to the host and the organizer, and the contests have the right of authorship of the design outcomes.

The contest’s design proposal are conceptual designs and do not involve statutory planning, land acquisition and other matters. The subsequent implementation and construction of the project is subject to statutory procedures for approval.

If the content of this announcement is not in accordance with the design specification or the supplementary technical documents, the design specification or the supplementary technical documents shall prevail.

The host and the organizer of this contest reserve the right to adjust the schedule.

In case of any discrepancies between the Chinese and English versions of the announcement and attachments, the Chinese version shall prevail.
